Programm wird es möglich, politische Prozesse mit Hilfe
wirtschaftswissenschaftlicher Erkenntnisse und Methoden zu verstehen, zu erklären
und zu prognostizieren (vgl. Braun 1999: 53).
Anthony Downs hat mit seinem bereits 1957 erschienenen Werk „An Economic
Theory Of Democracy“ einen Grundstein für die Schule der ökonomischen Theorie
der Politik gelegt. In dem Buch analysiert Downs die in einer Demokratie
wesentlichen Akteure und erklärt ihr Verhalten und somit die Existenz der
Demokratie auf der Grundlage des aus der Ökonomie bekannten Homo
Oeconomicus. Durch den methodologischen Individualismus wird es möglich,
Makro-Phänomene in der Politik durch das Handeln rationaler,
nutzenmaximierender Akteure zu erklären.
Bei der Erklärung der Wahlbeteiligung stößt Downs allerdings auf ein challenge. Da
es sich bei der Wahl einer Regierung um ein Kollektivgut handelt, ist es für rationale
Akteure im ökonomischen Sinne nicht rational, sich an der Bereitstellung des Gutes,
also an der Wahl, zu beteiligen. Die empirische Wirklichkeit zeigt aber mit relativ
hohen Wahlbeteiligungsquoten ein ganz anderes Bild auf. Dieser Widerspruch ist in
der Literatur als Downs’sches Wahlparadoxon bekannt.
